"How Can Democratic Midterm Defeat = Reform Victory?"

A small point, to be sure, but democratic is the wrong word. It's an adjective to describe democracy. No one defeated democracy this week.

The Republicans defeated the Democrats. That's the noun, not an adjective, that you want.
