The "Harlem Children's Zone" Juggernaut

Harlem children zone The Chicago Tribune's Stephanie Banchero describes the HCZ but doesn't -- in my opinion -- ask many questions about its effectiveness, replicability, etc. (The "Harlem Children's Zone" Juggernaut).

I think that Stephanie in her article at least in passing should have mentioned the fiscal problems the zone is having and the poor investments it made. All the Tribune article says is “Canada raises about two-thirds of the money from private sources, such as foundations and donors who include many Wall Street financiers. The rest comes from state government.” Really there was a lot more to the fund raising story and to the academic achievement story than was covered in the article.
