Re: the student test scores story on The 74: the headline could hardly be more misleading. Most recent PISA scores: flat to lower, from 2009, to 2012, to 2015. TIMSS: higher for 4th- and 8th grades, but no progress between 1995 and 2015 among 12th-graders needing advanced STEM prep -- and who cares about lower grades' progress if it simply disappears among students later on? NAEP: scores flat to lower. SAT: flat to lower. ACT: flat to lower.

These governors ballyhooing improving scores on state tests reproduce the bogus claims of their predecessors of ten years ago, those who kept hyping "highest ever scores" on state tests -- those whose patron saint was Governor George W. Bush, with his "Texas miracle". This phenomenon has been seen world-wide: a new test is introduced, and teachers steadily get better at teaching to it; but when, as in the United States, there is no transfer of learning appreciable on results of tests to which instruction has not been specifically aligned, such as those of PISA and TIMSS, the claims of progress should be regarded as spurious, as is true in this case.
