The answer was that if a family moves from the Deep South to Massachusetts, without Common assessments, they won't realize there is a difference. By December, I'd think, that family would realize that its not in South Carolina any more ...

The only real reason, of course, is that some "reformers" believe that you make a hog heavier by weighing it.
