There have been many voices pointing out how and why merit pay based on student achievement scores does not work. Worth looking at Florida's plan, which is based on an algorithm that is so complicated it cannot be explained. Proponents says "trust" is required.
The algorithm predicts how a student will perform and measures that on actual performance.
Wouldn't a crystal ball be cheaper and equally effective?
