He clearly means the No Child Left Behind status quo under which test scores are all, curriculum is narrowed, teachers are blamed, the ills of poverty is swept under the rug, and the ultimate goals are full privatization of schools, elimination of democracy (via banishing school boards), and eliminating teachers in favor of virtual curricula. Yes, education certainly is stagnating under that failed status quo.

Sorry. *Ills of poverty ARE swept under the rug.*

Duncan doesn't seem to understand that driving anything anywhere isn't his prerogative.
