USDE: Board members Press Duncan For Solid Answers

HowtoSounds like the Q and A session got heated:  "Why do you continue to focus on incentive pay for teachers when research shows it doesn't work? How is it fair to judge a school district full of students who don't speak English well on an English-only test, for purposes of determining which schools qualify for School Improvement Grants? Why should children compete for their education?" (Education Week)  Were you there?  Was it as uncomfortable as it sounds?  Hard to imagine school board members going wild but maybe there's video you can send.

I am curious as to the remedy in addressing students who do not speak English well, and how would you go about rating them? Would you give them a separate Spanish test and evaluate the results, consistent with the English test and students as far as School Improvement Grants? I would like to see that video and despite the chaos it is good to see some passion in education.
