Maps: Which States Have Collective Bargaining?

Republicans in Wisconsin and other places are trying to change their states from light blue to tan.  As you may recall reading here last month, Democrats in Illinois tried a similar maneuver (banning teachers from striking) but were beat back.  Via Talking Points Memo

I don't get it. Is this good or bad?

This map differs quite significantly from this one.

I think the above map is more misleading; there are many states where some sectors have collective bargaining and others don't.
