Washington: The Kids Are The Salmon

image from cache.gawkerassets.com What's the education version of the salmon joke that Obama told last night as an example of of federal government dysfunctionality?  Others may have better ideas but my first instinct is to say it's having HHS oversee Head Start, which serves poor young children and their families, and then giving the USDE control over programs that serve kids in K-12.  Like the salmon, the kids get handed off from one agency to the other -- there's little if any coordination between the two systems that I know of.  Anyone got better?
