Equity is a rhetorical shield that covers a familiar refrain: follow the money. Veteran teachers are expensive. Dealing with their unions is a hassle. So why not use a beautiful, all-American idea--equity--to make the whole annoying operation of public education more (economist word alert!)...efficient?
Your point about the misuses of data is well-taken, John.
