DUNCAN: The Secretary's Schedule July 20-24

Mystery event is an appearance at Abbottston Elementary in Balto -- anyone know why he's going there in particular?

I wonder if the Abbotston event has anything to do with its phenomenal MSA scores despite a high number of students on free/reduced price lunch.
