What Parts Of RF Will State And Locals Keep?

Man_on_wire_towers Right about now, Ray Simon is going onstage to give a talk to the folks at the National Reading First conference in Nashville (details below).  How strange it must be to be there, knowing that the program is under such a cloud.  I wonder what crafty ways RF administrators have figured out to keep doing the parts of RF they like even without the federal money.
